Why do this?
 
     
  How many times do you have experienced or seen that the same works have been repeated again and again by different persons, different groups, different sections or different regions without adding any new value? I have experienced many times and seen many such cases. The latest example I saw was just a few months ago that 3 persons had repeated exactly the same measurement of peel force vs. peel angle within the same department in different timing, although such data have been known many years ago.

Why this happen? There are so many information/data have been generated and published long long time ago, but just not well organized and stored properly so people just do know where to find them.

Another example is AGM. There are so many people have worked on AGM and there are tons of data have been generated in the past! But where can you find a systematic introduction about AGM, it's general characteristics/properties/test methods? Nowhere!

I still remember vividly that after I received a prior art search report from a vendor for which we paid good price, I was so shocked by the poor quality that I had spent 3 days to re-conduct the search myself. I also had a good laugh when I read the funny Japanese translation on one of my patents by a translation firm.
